# Insurers get 14 days, banks 30: the complaint clock behind every chatbot

*Four Indian regulators’ deadlines for resolving a customer complaint, set against the share of chats vendors say their AI resolves, as of September 2026.*

A support chatbot is the same software in an insurer, a broker, a bank and an online shop; what changes by industry is how long the business has to resolve the complaint the bot could not. In India that clock runs from 14 days for an insurer to a month for a bank or an e-commerce seller.[1] [2] [3] [4] The 2023 original of this piece listed the industries adopting chatbots and answered with a market forecast and a survey. By September 2026 adoption is settled for customer service: every major help desk sells an AI agent, and [our earlier post compares what one AI-handled conversation costs](https://www.thetechbag.com/blog/ai-driven-b2c-conversation). The question that still differs by industry is the handoff.

## Four regulators, four complaint clocks

An insurer must resolve a grievance and send its final letter within two weeks of registering it, under IRDAI’s master circular of 19 June 2024.[1] A SEBI-regulated entity has 21 calendar days to resolve a complaint lodged on SCORES, down from 30 when SCORES 2.0 arrived in April 2024.[2] A bank customer whose complaint gets no reply in 30 days may take it to the RBI Ombudsman, under the Integrated Ombudsman Scheme, 2026, in force since 1 July 2026.[3] An e-commerce entity’s grievance officer must acknowledge a complaint within 48 hours and redress it within one month under the Consumer Protection (E-Commerce) Rules, 2020.[4]

Four sector rules, each read from the regulator’s own page or a reproduction of the rule’s text. Healthcare, travel and education, which the 2023 post also named, are left out because we did not verify a comparable sector clock for them.

## The bot’s resolution claim sets the human workload

The vendors say their AI agents resolve 70% to 80% of conversations. Intercom says Fin averages 76% across more than 12,000 customers, HubSpot says its Customer Agent reached 70% across more than 9,000, and Zendesk says up to 80%; Freshdesk and Salesforce publish none.[5] [6] [7] Take the claims at face value and a fifth to nearly a third of conversations still reach a person. In a regulated industry some of those are grievances, and their clock started when the customer first complained, not when an agent picked them up.

Our view

Our view: in an insurer, a broker or a bank, set the bot to recognise a complaint and register it on the first message, with a reference number, rather than try to resolve it. A bot that deflects a grievance for three days has spent a fifth of an insurer’s fortnight. Count resolutions yourself in a pilot; the vendor’s average is not your queue.

**In India**, the AI agents above list in USD; bought through an Indian reseller the invoice is INR at the day’s rate plus 18% GST, and imported directly the GST falls on you under reverse charge.[8] Chat transcripts carry names, phone numbers and policy or order details, so they are personal data under the DPDP Act: the Rules were notified on 13 November 2025 and the security-safeguard and breach-notice duties apply from 13 May 2027.[9] The CERT-In Directions of 28 April 2022 already require six-hour incident reporting. Zendesk’s own list of hosting locations names no Indian region; ask every vendor where transcripts are stored.[10] [11]

How we did this

Figures as of 30 September 2026

Complaint clocks are the rules in force on 30 September 2026: the IRDAI master circular as reproduced by TaxGuru, SEBI’s investor page on SCORES, a reported summary of the RBI scheme (the RBI text was not reachable), and the E-Commerce Rules’ text. The RBI figure is an escalation point, not a resolution deadline, and is labelled as such. Resolution rates are each vendor’s own claim, as published or reported by September 2026, and were not tested. The 2023 original’s forecast and survey figures were dropped because they could not be refreshed to comparable sources.
