# Rovo AI overage is now on by default, not off: Atlassian bills it from 3 December

*Atlassian's Rovo credit allowances, credit costs per action and its extra-usage default, from its own pages as of 3 November, set against its Rovo FAQ of 30 August.*

From 3 December, Atlassian will bill organisations for Rovo AI use beyond the credits included in their plans, at a list price of US$0.01 a credit, and the setting that allows it is on unless an admin turns it off: “Extra usage is enabled by default, and admins can set spending limits.”[1] On 30 August, Atlassian’s Rovo FAQ said admins could cap extra usage “should you choose to enable extra usage (disabled by default)”.[2] A copy of the same page captured on 1 September, two hours after Atlassian announced usage-based pricing, reads “If extra usage is on (default setting)”.[3][4]

## What a credit buys

Search inside Atlassian apps, definitions and summaries are free. A quick answer in Rovo Chat, a basic Rovo agent and Rovo space creation cost 10 credits per billable event; in chat, “each user message is a billable event”. Think Deeper chat, Confluence slides, Agents in Jira, the Jira Coding Agent and agents with model selection use “variable credits”, with no fixed number published. Enriched Teamwork Graph calls, including those made by tools such as Claude or ChatGPT through the Rovo MCP server, are “1-10 Rovo credits per call” in the “vast majority” of cases. These rates apply from 31 August.[1]

TechBag countA worked month, on our assumption of use

50 Jira Standard users bring 1,250 credits a month, enough for 125 quick answers across the whole organisation. If each user sent two quick Rovo Chat messages a working day for 21 days, that is 2,100 messages, or 21,000 credits: 19,750 over the allowance, US$197.50 at list price. Allowances reset monthly and unused credits “do not roll over”.[1]

## What Atlassian announced, and what it did not say

Atlassian’s Chief Product and AI Officer, Tamar Yehoshua, announced on 1 September that allowance limits and billing for Rovo credits, automation steps and AI agent resolutions “will go into effect on December 3, 2026”. The post does not mention the default.[4] Atlassian’s pricing page now says extra usage is “enabled by default and billed in arrears”, and that when a limit is reached only that meter pauses.[5] A per-user allocation of credits is listed as “coming soon”.[1]

## What Atlassian tells admins to do

- **Check the state.** In Admin, Billing, Subscriptions, Rovo credits, open the menu: “Enable extra usage” means the organisation is capped at its allowance; “Disable extra usage” means overages are on.[6]
- **Set a monthly limit** with “Update extra usage limit”, or choose “Disable extra usage”; extra usage already incurred is still billed.[7]
- **Watch the meter** under Usage, Meters, Rovo credits, with a CSV export of up to three months; org and billing admins get alerts at 80% and 100% of the allowance.[1]

In India

The list price is in US dollars. A GST-registered business importing an online service from a supplier abroad pays the 18% GST itself under reverse charge, so the US$197.50 month above would carry US$35.55 of GST on top.[8] TechBag covers Atlassian’s apps on [its Atlassian hub](https://www.thetechbag.com/atlassian); how other vendors meter agents is in [how AI agents are billed](https://www.thetechbag.com/blog/how-ai-agents-are-billed-credits-actions) and [what CRM agents cost](https://www.thetechbag.com/blog/crm-system-of-record-to-system-of-action).

How we did this

Figures as of 3 November 2026, 7pm IST

Allowances, credit rates, the list price and the admin steps are from Atlassian’s support pages, dated by their own page metadata. The change in the stated default rests on two Internet Archive copies of Atlassian’s Rovo FAQ, 30 August and 1 September; Atlassian has not said, in anything we read, that it changed it. The usage in the worked month is our assumption; the arithmetic and the GST figure are ours.
