# Only 7 of 18 service desks run change management; two charge 5× the entry seat for it

*Which service-desk products run problem and change management, what that tier costs per agent, and what RBI's IT Directions ask for, as of September 2026.*

The short version

- Seven of the 18 service-desk products in our guide run change and problem management, the two processes that do the streamlining. The other eleven are ticket queues, MSP billing tools or add-on modules.
- Change management is a tier, not a feature. It costs 5.2× the entry seat at Freshservice (US$99 against US$19) and at ManageEngine ServiceDesk Plus (US$67 against US$13), and nothing extra at SolarWinds Service Desk (US$39).[2][3][4]
- For a regulated Indian firm the processes are not optional: RBI’s 2023 IT governance Directions ask for an IT service management framework, service-level management and a documented change process.[5]

Our 2024 version of this post said that ITSM tools “streamline business operations” and named two of them. That is true of some tools and not of others, and the buyer’s real question is narrower: which products actually run the processes that cut repeat incidents and failed changes, and what does the tier that contains them cost per agent? We counted the answer from TechBag’s ITSM guide as it stood at the end of September 2026, and priced it from the vendors’ own pages.

## Only 7 of 18 products run the processes that streamline

A ticket queue does not streamline anything by itself. It records that something broke. The savings the 2024 post promised come from three processes layered on top: **problem management**, which finds the root cause so the same incident stops recurring; **change management**, which puts an approval and a rollback plan in front of every change to production; and a **CMDB**, the map of what depends on what, without which “what will this change break?” has no answer.

TechBag countHow we counted

TechBag’s ITSM & Service Desk guide, as at 30 September 2026, lists 18 products from 14 vendors and flags each one’s ITIL depth. Seven carry the full process set (incident, request, problem, change): Ivanti Neurons for ITSM, BMC Helix ITSM, ServiceNow ITSM, Freshservice, ManageEngine ServiceDesk Plus, Jira Service Management and SolarWinds Service Desk. Four handle incident and request well but not change or problem. Seven are ticketing only.[1]

The “ticketing only” group is not a list of bad products. Zoho Desk, Freshdesk and Hiver are good at supporting customers or taming a shared mailbox; ConnectWise PSA and Autotask are built for MSPs that invoice clients for support. They are simply not the tools an auditor means when the word is ITSM, and buying one for an internal IT team that needs a change trail is the most common mis-purchase in the category.[1]

The middle group needs a word too. Atera and SuperOps are service desks bundled with an RMM, sold per technician to MSPs and small IT teams; the alert opens the ticket and the technician closes it on the device. ServiceNow ITOM and ITAM are not service desks at all but separately licensed modules that sit beside ServiceNow ITSM. ITOM is the discovery that keeps the CMDB accurate, and the guide records it as the most common reason a ServiceNow quote lands at double what the buyer expected.[1] A buyer comparing ServiceNow with Freshservice or ServiceDesk Plus, which include a CMDB in the tier that runs change, should ask for the ITOM line on the first quote.

## Change management is a tier, and two vendors price it at 5×

Every vendor in the guide prices per agent, the person who resolves tickets, and lets requesters raise tickets free. A 500-person company with ten IT staff buys ten seats. The trap is not the unit but the tier. The entry seat is usually incident and request; problem and change sit higher. A team that budgets from the price on the vendor’s home page has budgeted for a queue, and finds out at the first audit that the process it wanted is two tiers up. The guide’s own warning runs the other way as well: a buyer who prices the tool per employee instead of per agent arrives at a figure roughly twenty times too high and rules out the product that fitted.[1]

Freshservice lists Starter at US$19 per agent per month on annual billing, Growth at US$49 (which adds the service catalogue) and Pro at US$99, the first tier with problem, change and release management.[2] ManageEngine ServiceDesk Plus starts its on-premises Standard edition at US$13 per technician per month, Professional at US$27 (adds asset management) and Enterprise at US$67, the first edition with problem, change and release management, the CMDB and the service catalogue.[3] SolarWinds Service Desk breaks the pattern: Essentials at US$39 already includes change management, the CMDB and the service catalogue.[4]

Our view

Compare tier to tier, never headline to headline. On entry prices ManageEngine looks a third the price of SolarWinds; on the tier that runs change it costs 1.7× as much. For ten agents on annual billing that is US$11,880 a year at Freshservice Pro, US$8,040 at ServiceDesk Plus Enterprise and US$4,680 at SolarWinds Essentials, before GST. The cheapest change process on this list is the one whose entry price looked highest.

Two caveats keep the comparison honest. SolarWinds lists asset management as priced on request, so a buyer who needs assets as well pays more than US$39;[4] we covered that tier separately in [our piece on asset management in service desks](https://www.thetechbag.com/blog/it-asset-management-foundation-efficient-it-management). And ServiceNow, BMC and Ivanti publish no rate card at all, so the three most complete platforms in the guide cannot be put on this chart.[1]

## Where the seven sit relative to India

For an Indian buyer the next filter after process depth is where the service desk runs. Tickets carry employee names, device details and, in a bank, descriptions of security incidents. The guide flags each product as India-built, as having a documented India data region, or as neither.

**Figure: Of the seven full-ITIL products, four are built in India or document an India region**

Three of the seven also run on your own servers: Ivanti, BMC Helix and ServiceDesk Plus.[1] That matters for the estates that cannot put tickets in anyone’s cloud. The weaker point for SolarWinds Service Desk, the cheapest change process in section 2, is exactly here: the guide records it on AWS in the US, EU or Australia with no India region.

ReportedA product, not a vendor

“India-built” is not the same as “India-hosted”. The guide’s note on Freshservice asks buyers to confirm the data region their tenant lands in, and its note on Ivanti records that India appears in the vendor’s subprocessor list for other products, not for Neurons for ITSM.[1]

## For banks and NBFCs, the processes are a regulatory duty

The 2024 post sold ITSM on efficiency. For a regulated Indian entity the stronger argument is that the Reserve Bank already asks for the processes by name. The Information Technology Governance, Risk, Controls and Assurance Practices Directions of 7 November 2023, in force from 1 April 2024, apply to commercial banks, NBFCs in the middle layer and above, credit information companies and the all-India financial institutions.[5]

**Figure: Four paragraphs of RBI's 2023 IT Directions map onto four service-desk processes**

*RBI IT Governance, Risk, Controls and Assurance Practices Directions, 2023: paragraph and the tool capability it calls for*

1. 01Para 9(a): ITSM frameworkAn IT service management framework supporting the information systems. The tool: a service desk with a catalogue.
2. 02Para 9(b): service levelsA service-level management process for IT operations. The tool: SLA clocks and breach reporting.
3. 03Para 13: change and patchImpact assessed, approvals documented, a way back from a failed change. The tool: change management with approvals and rollback.
4. 04Para 27: incident responseIncidents classified and assessed, escalated, and reported to CERT-In and RBI. The tool: incident categories and an audit trail.

Paragraph 13 is the one a ticketing-only tool cannot satisfy. It asks for documented change and patch procedures in which the business impact is assessed, changes are applied “with necessary approvals”, every change to an application or data is justified and documented, and there is a mechanism to recover from a failed change.[5] That is a description of change management, and in two of the three priced products it lives in the top published tier.

Our view

If the purchase is being driven by an RBI inspection finding, price the tier with change management from the first quote. Buying the entry tier and upgrading after the auditor returns costs a year of the difference and a second migration of workflows.

If you are buying this in India

**What it costs in rupees.** All three published prices are in US dollars per agent; TechBag quotes them in INR. Add 18% GST, either on an Indian reseller’s invoice or under reverse charge on a direct foreign invoice.[9] Ten agents on the change-management tier list at US$4,680 to US$11,880 a year before tax. ServiceDesk Plus is also free for up to five technicians on its Standard edition, which is enough for a pilot but carries no change process.[3]

**Which rules bite.** Banks, NBFCs and the other entities named above answer to RBI’s 2023 IT Directions, paragraphs 9, 13 and 27.[5] Commercial banks should also read RBI’s Cybersecurity, Technology Risk and Resilience Framework Directions of 31 July 2026, which add six-hour incident reporting on the DAKSH portal.[6] Every Indian organisation is bound by CERT-In’s Directions of 28 April 2022: reportable incidents within six hours and ICT logs kept for 180 days within Indian jurisdiction, which is a question to ask of a service desk with no India region.[7] And a service desk is a store of employee personal data: the DPDP Rules, notified on 13 November 2025, bring their security and breach-notice duties into force on 13 May 2027.[8]

How we did this

Figures as of 30 September 2026

Product counts are TechBag counts of the ITSM & Service Desk guide as committed on 30 September 2026 (18 products, 14 vendors; the guide has gained rows since and this piece does not count them). ITIL depth, India position and deployment are the guide’s own flags, set from vendor documentation verified on 24 August 2026. Tier prices and tier contents come from the Freshworks, ManageEngine and SolarWinds pricing pages; ManageEngine’s page states its prices are current as of September 2026, the other two carry no date. Annual figures for ten agents are our arithmetic on list prices, before GST and discounts. Quote-only vendors (ServiceNow, BMC, Ivanti) are excluded from the price chart, not estimated. SapphireIMS, which the 2024 post named, is not in the guide and was not re-verified for this rewrite.
