Gmail and Yahoo cap spam complaints at 0.3%; that, not opens, sets your cadence

What Gmail, Yahoo and Outlook require of bulk senders since 2024 and 2025, and how many emails per contact a month Mailchimp’s plans allow. As of September 2026.

The right email cadence is the most you can send while spam reports stay under 0.1% of delivered mail, because Gmail and Yahoo have enforced a 0.3% ceiling on bulk senders since February 2024.1 2 The 2023 version of this piece told you to start slow and watch open rates. The first half still holds; the second stopped working when Apple’s Mail Privacy Protection began loading every message’s images in the background.4

01The ceiling is set by the mailbox, not the marketer

Every sender to Gmail must keep the spam rate reported in Postmaster Tools below 0.3%, and Google’s own target is “below 0.10%” while “avoid[ing] ever reaching a spam rate of 0.30% or higher”. Anyone sending more than 5,000 messages a day to Gmail accounts must also publish SPF, DKIM and DMARC and put one-click unsubscribe on marketing mail.1 Yahoo set the same 0.3% line from February 2024 and adds that unsubscribes must be honoured “within 2 days”.2 Microsoft brought Outlook.com, Hotmail and Live addresses into line on 5 May 2025 for senders above 5,000 a day.3

That turns cadence from a taste question into an arithmetic one. At 0.3%, three complaints in every thousand delivered emails is the line. A list mailed twice as often does not double its complaints if the content earns its place, but every extra send is another chance for the least interested reader to press “Report spam” instead of “Unsubscribe”. The one-click unsubscribe header exists to make the second button the easier one.

02Opens stopped measuring cadence; the plan's send limit still does

Apple announced Mail Privacy Protection on 7 June 2021 to stop “senders from using invisible pixels to collect information about the user”; Apple’s user guide says remote content is “privately downloaded in the background when you receive a message”.4 5 An open recorded that way is a delivery, not a reader. Measure cadence on clicks, unsubscribes and the Postmaster spam rate instead: if a second weekly send raises clicks and leaves complaints flat, keep it.

The other hard limit is the plan. Mailchimp sets each plan’s monthly send allowance as a multiple of its contact limit: 10 times on Essentials, 12 on Standard, 15 on Premium; Free allows 500 sends for 250 contacts.6

Budget the send-allowance tier, not just the contact tier, and add 18% GST to whatever the invoice says; a US-dollar plan bought on a foreign card attracts IGST under reverse charge. The regulation that bites is the Digital Personal Data Protection Act, 2023: consent to marketing must be as easy to withdraw as it was to give, which makes the one-click unsubscribe a legal mechanism as well as a Gmail requirement. The DPDP Rules were notified on 13 November 2025, with the consent and notice duties applying from 13 May 2027.7 Mail authentication protects the domain too: a DMARC record that Gmail and Yahoo already require is the same control the email security guide recommends against spoofing.
